After thorough analysis with three readings and two outlines I present this tentative proposal to you for reading, analyzing and jotting down your opinions to present at our next meeting. This is intended as a pilot project open to comments and constructive criticism.
Begin recruiting, screen and select four members for each of the standing committees/teams of co-workers to be appointed by the Columbia County GOP Chairman and approved by the Executive Committee at a regular meeting.
Each of the present five Executive Board members will be the central Co-Director of one of the standing committees.
Chairman will be the central Co-Director of the Membership Committee and team of workers for two years, eventually appointing one Co-Director to a one year term and another Co-Director to a three year term. Out of this pool of three Co-Directors one is retired each year. In this manner, the committee/team is less likely to be without leadership due to sickness/snow-birding/death/job loss/or move out of the county. Each year an elder will retire and a junior member will be trained in order to facilitate a smooth transition into the central position as Co-Director.
Vice-Chairman will be the central Co-Director of the Project Committee and team of workers for two years, eventually appointing one Co-Director to a one year term and another Co-Director to a three year term. Out of this pool of three Co-Directors one is retired each year. Secretary will be the central Co-Director of the Public Relations Committee and team of workers for two years, eventually appointing one Co-Director to a one year term and another Co-Director to a three year term. Political Director will be the central Co-Director of the Legislative Committee and team of workers for two years, eventually appointing one Co-Director to a one year term and another Co-Director to a three year term. Out of this pool of three Co-Directors one is retired each year. Each year an elder will retire and a junior member will be trained in order to facilitate a smooth transition into the central position as Co-Director.
The following standing committees, which are approved by the Executive Committee, shall be working teams of the Republican Party of Columbia County, Wisconsin.
Membership Committee (Five members); The duties of this committee shall be as follows:
1. Manage recruiting members for the party by demonstrating all ways, means and tools that are used to accomplish this continuing teamwork.
2. Establish and keep an updated website together with an updated email list and a back-up software, along with a print-out hard copy list of all party member contact info.
3. Organize members into groups according to the masterplan so that the area Co-Directors, the Ward Co-Captains, the Sub-Ward Co-Leaders and the Neighborhood Co-Teammates, plus the regular Project Leaders and Special Project Leaders can easily access workers immediately for any activity.
4. The Chairman of the Columbia County GOP shall appoint, and the Executive Committee shall approve, in a timely manner any new Co-Directors by March 10th, Co-Captains by April 10th, Co-Leaders by May 10th, Co-Neighbors by June 10th, and gather any missing appointees by Oct 10th each year.
5. Provide orientation and/or a workshop as necessary, but at least once annually near the 15th of October in a central location.
6. Promote town/village hall meetings at least once per year in the NW Wisconsin Dells area, SW Lodi area, SE Columbus area, NE Pardeeville area and Central Portage area. The local leaders shall have authority and responsibility for the details on advertising and implementing in cooperation with the Chairman and Co-Directors of this membership committee.
7. Coffee-shop, neighborhood block parties, living room and grill-outs planned and sponsored by dues paying members will be spontaneous or in cooperation with neighborhood Co-Leaders as a way to reach out for support and win new members.
Project Committee (Five members); The duties of this committee shall be as follows:
1. Select leaders and members to plan, advertise and implement the traditional and regularly scheduled projects. These are the Lincoln Day dinner in February, the fair booth at Portage in July, distribute yard signs, phone calling teams, stuffing mailers, etc.
2. Occasional projects include any and all fundraisers.
3. Develop a “Field Manual” recording the details on all the projects so that successors have a road map and recipe guide on what, when, where, why, how and who has worked on these projects.
Public Relations Committee (Five members); The duties of this committee shall be as follows:
1. Contact all news media in Columbia County and surrounding marketing area of any matter that deals with a party function.
2. Recruit workers to staff the phones during spring and fall election times to call people to work at the fair booth in Portage and to call people to help with the fundraising events.
3. Coordinate with the Membership Committee/team and the Project Committee/team so that the relevant information (phone, email, address, time available, skills available) is easily and efficiently available through both the website and hard copies to all members who need it.
4. Advertise, within budget limits of the treasury, via newspaper, radio, email, letters to all town/village hall meetings, annual caucus, state and national conventions giving full disclosure of the events.
5. Recruit persons interested to preserve documents, records, pictures, videos, etc and any historical material within the scope of the Columbia County Republican Party.
Finance Committee (Five members); The duties of this committee shall be as follows:
1. Process all expenditures of the Party and keep the Party abreast of our financial situation.
2. Maintain the Party checkbook with an annual audit by two auditors before the January Caucus.
3. Seek fundraising ideas, which are profitable and fit the guidelines for non-profit organizations. Deliver this information to the Chairman and Committees as discovered via email and report to the members on the website and at the annual caucus.
4. All decisions made by the Finance Committee will be advisory only. The Executive Committee must approve of all fund raising ideas and all expenditures above a small discretionary amount of $50.00
Legislative Committee (Five members); The duties of this committee shall be as follows:
1. Keep the party abreast of important bills and legislations regarding local, county, state, and national issues via email, website, phone, newsletter, town/village/ward meetings and annual caucus in cooperation with the Public Relations Committee and Executive Committee as deemed appropriate to all concerned.
2. The party will act upon the Legislative Committee’s recommendations only after serious discussion, dialogue and debate.
3. Recommend political strategy to help elect candidates to all levels of governing offices.
4. Work with the Membership Committee/team to plan and implement an annual workshop in the fall to train all interested workers in the details of the political process.
5. Before the annual workshop, screen recruit and offer to train candidates for appropriate available offices.
6. Offer strategic guidance to campaigns and political events sponsored by the Columbia County GOP.
7. The Central Director with the help of the Co-Directors of the Legislative Committee/team will serve as liaison between the CCGOP and political contacts at all levels and reports to the County Chair and the Executive Committee.
8. Supply message strategy and communication techniques to appropriate persons.
This constitutes a tentative proposal toward the revision/update of the By-laws and are subject to a review by the Executive Committee for amendment/modification as pertains to the standing Committees and their duties. These may be ratified by a quorum majority vote.
